Putty problems

Putty fails to connect first time, or every time there is a new daemon fingerprint. The error is 'expected key exchange reply packet from server'. This can be fixed by selecting 'always' keep the terminal open after disconnection, and clicking 'accept' to accept the daemon key. The next connection (and all subsequent connections) succeed smoothly. I am baffled by this bug, and since Putty is almost a universal synonym for SSH (in some worlds) it is very important to me to fix it.
